Resolved that the Acting Leader agrees the West Berkshire Council Forward Plan subject to the following ammendments:

C3283 Property Investment Strategy – to go to the special Council meeting on 23^rd March 2017.

ID3243 Approval to publish the draft Housing Strategy 2016-2021 for Consultation to be slipped to March 2017 (date to be agreed).

ID3284 Brightwalton Parish Plan – to be signed in March 2017 (date to be agreed).

ID3232 – three Year Highway Improvement Programme to be signed on 14 March 2017.

This decision is not subject to call in; therefore it will be implemented immediately.

Councillor Jeanette Clifford

Resolved that sandbags are no longer considered to be an effective means for dealing with floods, particularly flash floods, and it is therefore recommended that the Council will not issue sandbags to the public in the future. However, experience has shown that there is a general expectation among the public that the Council should help during a flood. Therefore, the proposed policy provides the ability for officers to use their discretion in exceptional circumstances or when dealing with requests from vulnerable people.  It is recommended that the policy in Appendix C is adopted to make clear the Council’s position on providing sandbags.

This decision is eligible to be ‘called-in’.  However, if the decision has not been ‘called-in’ by 5.00pm on 3 March 2017, then it will be implemented.
