Resolved that the Portfolio Member for Planning and Transport adopts the Bus Services Improvement Plan 2021 for West Berkshire Council and approves the following:

·         West Berkshire’s Bus Services Improvement Plan (BSIP) 2021 as set out in Appendix C with the amendments as bulleted in ‘Options Considered’ and with the following caveat:

o   To permit the Services Director Environment (Jon Winstanley), to make any required corrections to statements of fact and/or data in the BSIP identified prior to final publication on 31 October 2021.

·         To amend the Legal Implications section 3 of the Report to the wording below:

o   “There are various key legal obligations in connection with confidentiality agreements and data protection requirements and the Council will need to ensure robust mechanism is in place for compliance with these obligations and requirements.

·         Once the Enhanced Partnership has been formally established, it will be necessary at the outset to set out clear and robust Terms of Reference for this group.  This should include procedures to manage any potential conflicts of interest and, given that at least two commercial operators will form part of the group, any competition law issues that may arise”.

This decision is not subject to call in; therefore it will be implemented immediately.

Resolved that the Portfolio Member for Planning and Transport approves the implementation of the Winter Service Plan 2021-22 for West Berkshire Council.

This decision is eligible to be ‘called-in’.  However, if the decision has not been ‘called-in’ by 5.00pm on 21 October 2021, then it will be implemented.
