Declarations of Interest

To remind Members of the need to record the existence and nature of any personal, disclosable pecuniary or other registrable interests in items on the agenda, in accordance with the Members’ Code of Conduct.

Minutes:

Councillor Tim Metcalfe declared an interest in Agenda Item (6) by virtue of the fact that he had been a Member of the disbanded Waste Management Task Group which had been involved in the introduction of the integrated waste service, but reported that, as his interest was a personal or an other registrable interest, but not a disclosable pecuniary interest, he determined to remain to take part in the debate and vote on the matter.

To receive new items and agree and prioritise the work programme of the Committee for the remainder of 2016/2017.

Minutes:

The Committee considered a report (Agenda Item 3) concerning the Environment Select Committee Work Programme.

Members were requested to consider future items for scrutiny in order to form a 12 month programme. David Lowe advised that an email had been sent to all Members of the Council inviting them to suggest topics for scrutiny. This action followed a discussion at the Resource Select Committee (17th January 2017).

Councillor Tim Metcalfe suggested that the Committee could consider where the responsibility for footpath management would be positioned through the process of devolution. Nick Carter advised that the topic would be discussed at the imminent District Parish Conference

Resolved that:

·         The report was noted.

 

6.

Consideration of Urgent Items

To consider any items which an Urgent Decision is required to be taken by the Executive, in exception to the requirements of the Local Authorities (Executive arrangements) (Meetings and Access to Information) (England) Regulations 2012.

Minutes:

There were no Urgent Items for consideration.

Exclusion of Press and Public

RECOMMENDATION: That members of the press and public be excluded from the meeting during consideration of the following items as it is likely that there would be disclosure of exempt information of the description contained in the paragraphs of Schedule 12A of the Local Government Act 1972 specified in brackets in the heading of each item.

Minutes:

RESOLVED that members of the press and public be excluded from the meeting for the under-mentioned items of business on the grounds that they involve the likely disclosure of exempt information as contained in the Paragraphs of Part 1 of Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation) Order 2006. Rule 8.10.4 of the Constitution also refers.

To consider the findings of the Waste Service review.

Members considered the exempt report on the Waste Review under Part II.

Libraries Needs Assessment

To consider the results of the public consultation about the future shape of the Libraries service and determine the best option for the structure of this service, prior to their consideration by Full Council.
