Resolved that the Executive Member for Environment and Highways approves the proposals as set out in Section 8 of this report, namely that:

·       The Traffic Regulation Order (TRO) that completed its statutory consultation between 11 June and 3 July 2026 giving effect to revoking the Experimental TRO be Sealed and that the Pedestrian Zone return to the previous daily operational hours of 10am to 5pm, in accordance with the Executive Decision made on 21 May 2026 to allow vehicular traffic to enter the Pedestrian and Cycle Zone at 5pm from September 2026 onwards.

·       The respondents to the statutory consultation be informed accordingly.

This decision is eligible to be ‘called-in’.  However, if the decision has not been ‘called-in’ by 5.00pm on 21 August 2026, then it will be implemented.

Resolved that the Portfolio Holder for Environment and Highways approves the following actions:

·       The 20mph proposal for Ashmore Green is not progressed and the scheme is abandoned.

·       The 20mph proposal for Hermitage is not progressed and the scheme is abandoned.

·       The 20mph proposal for Cold Ash is not progressed and the scheme is abandoned.

·       The 20mph proposal for Bucklebury, Upper Bucklebury and Chapel Row is not progressed and the scheme is abandoned.

·       The 30mph and 40mph proposals in some of the settlements is not progressed and the scheme is abandoned.

·       Requests for individual speed limit changes to roads within Thatcham are encouraged and supported through the Local Ward members/Town Council.
