Planning Constitution Amendments - National Scheme of Delegation
In October 2026 the Government is introducing
a new National Scheme of Delegation for Planning Decisions. This
items is to agree necessary amendments to the Constitution to
conform with the Regulations. Some other minor amendments to the
planning elements of the Constitution are also proposed.

Reason for urgency:
Government has stated that it is intended to implement the National Scheme of Delegation on 31st October. Amendments to the Constitution will need to be effected before this time.
