Motions from Previous Meetings That Council is informed about the following responses to Motions which had been presented to a previous Council meeting: - That Councillor Adrian Abbs’ Motion on the experimental traffic order for Newbury Town Centre was heard at the Executive Meeting on 21 May 2026. - That Councillor David Marsh’s Motion requesting a review of the ethical investment policy relating to the Council and Berkshire Pension Fund was also heard at the Executive Meeting on 21 May 2026. Health and Wellbeing Board Annual Report 2025/26 Purpose: This Annual Report provides a summary of the work undertaken by the West Berkshire Health and Wellbeing Board in 2025/26. Additional documents: |

Monitoring Officer's Annual Report 25/26 and Governance Statement Purpose: to provide the annual report on matters relating to standards and conduct and to bring to the attention of Members a summary of complaints or other issues within West Berkshire. The report highlights that standards of conduct by councillors in West Berkshire remains high. Also, to summarise the activities of the Governance Committee for the municipal year prior to its dissolution. |

Community Governance Review Request Purpose: Following a formal request from Lambourn Parish Council and Shaw- Cum-Donnington Parish Council, this report sets out the requirements and procedures to undertake a community governance review (CGR) of these Parish Council areas in accordance with the Local Government and Public Involvement in Health Act 2007 (the 2007 Act) and associated government guidance. Constitution Changes Purpose: to update Council regarding the work undertaken by the Constitution Review Task Group (“CRTG”) and to propose the approval of the proposed constitutional updates detailed in this report.

2026-2027 Council Strategy Refresh Purpose: to present the refreshed Council Strategy 2023-2027 for approval. The refreshed Strategy confirms the Council’s strategic priorities, outcomes and areas of focus. It will inform the Council’s strategic direction and will underpin service plans and performance management over the remainder of the strategy period.
